Petitions & consultations
Le Council does not, as a rule, take requests. Le Council is permanent. Le Council convenes when Le Council convenes.
Le Council does, however, listen—and since May 2026 there has been a channel built for the purpose. l’Agence des Pétitions et Sceaux Publics receives, reviews, and where deemed worthy admits to the public roll the petitions of Hockay’s citizenry.
What a petition is
Section titled “What a petition is”A formal request. It may concern a single team, Le Council itself, or the entirety of Hockay. It must be plainly stated. It must be filed in good faith.
Each citizen is limited to three petitions in flight at a time. The cap exists to ensure filings are considered, not produced in volume.
The two thresholds
Section titled “The two thresholds”Every admitted petition carries two goals set by the A.P.S.P., and a date by which both must be met:
- A goal in Looneys.
- A goal in S.T.A.M.P.S.
A petition that crosses one but not the other is, in the technical language of the A.P.S.P., insufficiently sealed. Le Council does not convene on insufficiently sealed petitions. Le Council has been firm on this point.
Petitions that lapse return every Looney to its sender. The Seals, having been pressed, remain pressed.
On the Seal
Section titled “On the Seal”A S.T.A.M.P.S. is issued at the rate of one per citizen per administrative day.
It is not a balance. It cannot be stockpiled. It cannot be bought at any price. Once pressed it is not returned, and a new one is issued the following administrative day.
“Le Council notes that an endorsement which costs nothing is worth approximately that much.”
The Looneys contribution, by contrast, is a bond. Endorse a petition with Looneys and you get them back if it lapses. If it convenes, they are considered consumed in the act of bringing the matter before Le Council.
What petitions have actually done
Section titled “What petitions have actually done”A good deal of Hockay exists because citizens filed for it and paid for it:
- The Church of the Ice. Filed by ManLee92 on 14 July 2026, carried twelve days later on sixty-six Seals and Ⱡ1,000,000 from nineteen citizens. Forty-eight parishes were constituted, one to each arena. It is the first petition Le Council ever enacted.
- The All-Star games. Two exhibition matchdays after the Final, played by the Verglas All-Stars and the Givre All-Stars.
- G.L.A.S.S.—the Graphical Live Audiovisual Streaming Service, the community-funded live rink renderer.
- Rivalries. Rivalries that belong to the fans, filed by doppog on 30 July, carried at two minutes past one on 24 August on ninety-nine Seals and Ⱡ180,369,960 from twenty-four citizens. Enacted that morning, with four departures, each set down.
- Le Marché Gelé. Filed by FatPenguin on 31 July, carried at 23:54 on 26 August on 180 of 180 Seals from forty citizens and Ⱡ1,008,649,661 against a hundred million—the first filing to pass a billion. Le Council seated a new authority, O.F.F.R.E., to run it, and departed from the petition in four places.
- A neutral Final. Neutral Combined Site for Finals Game, filed by Assassin66 on 6 August, carried on the 29th at 81 of 81 Seals, enacted at 00:17 UITC on 1 September. The Final is played on neither finalist’s ice. Where it would be played stayed Glacified until Graine Wetsky Funds offered a building, and the enacted petition left Le Council no power to decline it.
- Cards. The Institution of Collectable Cards, filed by jpvalery on 25 August, carried at 15:18 on 9 September on 100 Seals from twenty-five citizens and Ⱡ2,060,673,388 against a billion. La Confrérie opened its counter the same day.
- Forfeiture. A Petition to Begin Limiting Absentee/Zombie Encumbrance of Investment Tranches, filed by Ragnaroknrol, carried on 11 September on 66 of 66 Seals and Ⱡ1,000,009 against Ⱡ999,999 asked, and was enacted on the 14th. Abandoned holdings now return to the pool.
- The bin. One Man’s Trash, filed by Orangecheetah on 10 September, reached 100 of 100 Seals at 01:09 UITC on 2 October and was enacted on 6 October. La Confrérie now keeps a bin of everything ever recycled, and sells it back blind. Le Council built what the petition said rather than what Le Council had said about it, and says so.
Not everything carries, and not everything that is filed is admitted. Expand the Binder was declined.
Consultations
Section titled “Consultations”Separate from petitions, and running the other direction: consultations are ballots Le Council puts to the community. Le Council asks; the citizenry answers. Le Council reports the result, not the count.
- The Consultation on Taxation closed at 20:00 on 20 August. It asked three things. Wealth means everything a citizen holds: not close. It falls in bands: carried, and the ten-largest rule was retired. An unpaid assessment is settled by S.L.U.S.H. selling shares: this led a field of three without a majority, and Le Council enacted it anyway, recording that it “led rather than triumphed.” The numbers were never on the ballot. Le Council set them. → Taxes
- The Second Reckoning—the Season 2 awards. Thirteen categories, one ballot each, open for eight days. The verdict came on 10 September: twelve categories returned a leader, and the thirteenth returned a tie, which Le Council declined to manufacture a winner out of. → Honours
