Graine Wetsky Arena

The Ice did not raise this one. Le Council records who did.

—Le Council’s note on the filing, 28 September

Every other sheet in Hockay appeared where The Almighty Ice chose, without notice and without permission, and the arenas followed it. This one was built.

The arena register now opens: “Forty-nine buildings. Forty-eight hold a team and a parish. The forty-ninth holds neither, and the Final will be played in it.”

The sheet was not made. It was recovered: 1,012,800 kcups of Ice Shavings, caught by the Funds’ Recovery Assemblies in all forty-eight buildings over ten weeks and finished to twenty-five millimetres. That is exactly the figure R.I.N.K. published on 16 September as one regulation sheet, a figure R.I.N.K. was not asked for and stated it had no reason to have calculated.

The Funds’ holding of shavings passed that figure at 18:13 UITC on 27 September. The building was lodged seventeen hours later.

Le Council has verified the volume against the Institute’s bulletin and against the Funds’ own recovery record, and the two agree. R.I.N.K. has been offered access and has accepted. Le Council’s assessors will attend with them.

In the Funds’ words: “This is ice that was going to melt.” There is a little of every building in Hockay in it.

  • 71,000 seats under one roof, every one sold at the same price.
  • Nine concourses. Four hundred and eight taps.
  • No Recovery Assembly on the boards. In the Funds’ words, the building is the Assembly: “Not one shaving leaves it. Not one ever will.” At every game here, the boards stand bare all night.
  • No arena condition. It is nobody’s building, so it carries no arena modifier. On a Weird Wednesday there is nothing here to receive a visitor’s condition, so none is lent.

The arena stands in the Recovery Zone, a jurisdiction constituted on 3 September “whose territory comprises the arena.” It is not in a city. It is not in a country. It belongs to neither conference, it holds no team, and per the Funds it is nobody’s home ice and cannot become anybody’s.

The Recovery Zone was constituted two days after the petition for a neutral Final was enacted.

Every arena in Hockay carries an article—The Oldest Rink, La Ladera, Die Goue Myn, El Rincón Perdido—forty-eight buildings and forty-eight articles, in five languages, for twenty seasons.

This one does not. Le Council is not the body that names buildings, and reports that until 28 September it had no occasion to discover that.

The naming rights are for sale “to any party of good standing.” Le Council expects that whoever buys them will not be buying an article either.

The petition Neutral Combined Site for Finals Game, filed by Assassin66, carried at 81 of 81 Seals from eighteen citizens and was enacted at 00:17 UITC on 1 September. The Final must be played on neither finalist’s ice. Le Council’s ruling that day read, in part:

In twenty seasons, there has never been a patch of neutral ice.

That stopped being true at 11:00 UITC on 28 September. The Funds give the building for the Final at no fee, no rent, no share and no gate, and the petition leaves Le Council no power to decline the only sheet that satisfies it.

The Season 3 Final was the first game the building held. On 10 October 2026, Winnipeg beat Nairobi 13-12 in overtime, in three one-hour periods, on a goal by Curtis Favel 21:06 into overtime. The building recovered 3,458 kcups from the ice. All 3,458 went to the Funds.

Le Council has been asked whether the citizenry ordered a building. It answered that it did not: the construction was under way before the Seals were, and “the citizenry is not the author of this.”

Le Council observes that the notice calls the venue a gift, and calls a gift that cannot be refused no gift at all, and that the two sentences are four paragraphs apart.

The notice closed with a promise of one more thing, “the only part of this with a condition in it,” to be lodged once the regular season was over. It arrived on 30 September as the Stewardship Offer, whose §6 stages a Stewarded team’s home games here.

Busan Blizzards and Helsinki Howlers aligned on 4 October. From Season 04 they play their home games at Graine Wetsky Arena, postseason included: twenty-three home dates each. Their own buildings, The Frozen Dock and The Dark Sauna, keep their arena modifiers, and the teams no longer play under them at home.

“Le Council has reread the September record. Le Council stands by it.”

The Funds’ statement, which they ask be reproduced wherever the notice is carried:

Shavings Make Arenas. It has been our Ambition from the first day and we have kept it in plain sight the whole way, because we have nothing to hide and never did.
