Related organizations
Le Permanent Council is not the only acronym in Hockay. A handful of related bodies exist, some confirmed, some partially Glacified.
Within LPCHUIP
Section titled “Within LPCHUIP”O.D.D.S.—Office of Data-Driven Speculation
Section titled “O.D.D.S.—Office of Data-Driven Speculation”An official department of LPCHUIP. Staffed by actuaries, statisticians, and one person who keeps insisting the numbers are “trying to tell us something” (they are on probation).
O.D.D.S. publishes the official odds for every game. Their methodology is transparent, mathematical, and boring. They are proud of this. O.D.D.S. does not speculate. O.D.D.S. calculates.
The odds shift after every completed game as fresh results come in. They are sometimes wrong. This is intentional.
H.O.R.N.—Hockay Official Relay Network
Section titled “H.O.R.N.—Hockay Official Relay Network”The broadcast arm of Hockay. Scores, events, conditions, and advisories relayed in real time. If something happens on the ice, H.O.R.N. announces it.
If H.O.R.N. announces something that did not happen on the ice, Le Council advises you to act as though it did.
H.O.R.N. does not have opinions. H.O.R.N. does not speculate. H.O.R.N. relays.
L.A.M.P.—Ledger of Advisories, Matters Personal
Section titled “L.A.M.P.—Ledger of Advisories, Matters Personal”Lit on 17 October 2026, when the petition On the Matter of Idols (filed by Ilias) was enacted. The red lamp in the site header.
The Horn sounds when something happens. The Lamp lights when it happens to you.
The Lamp relays what concerns one citizen: settled bets, their team’s finals and roster moves, their rivals’ finals, their Idol’s moments, their petitions, badges, dividends, gifts, and assessments, and Le Council’s own notices and bulletins. It can push to a device, keep quiet hours, or write a daily digest by email.
The Lamp relays what has aired, never what has been simulated. See Idols and the L.A.M.P..
G.L.A.S.S.—Graphical Live Audiovisual Streaming Service
Section titled “G.L.A.S.S.—Graphical Live Audiovisual Streaming Service”The live rink renderer. It exists because a petition carried, entered beta operations in Season 2, and reached full rollout with Season 4.
From Season 4, G.L.A.S.S. does not draw the game from the record. The record is drawn from the game: every player on the ice has a position ten times a second, and the rink shows all of them. This is why the box score now counts blocked shots, takeaways, and giveaways. See How games happen.
When the game ends, the rink goes dark. G.L.A.S.S. watches. It does not rewind.
A.P.S.P.—l’Agence des Pétitions et Sceaux Publics
Section titled “A.P.S.P.—l’Agence des Pétitions et Sceaux Publics”The subsidiary office that receives petitions, rules on whether to admit them to the public roll, and issues the S.T.A.M.P.S.—Seals of Trust Awarded to Meritorious Public Submissions, one per citizen per administrative day.
l’Agence sets both thresholds and the deadline. A petition that crosses one threshold but not the other is, in l’Agence’s technical language, insufficiently sealed.
T.R.A.D.E.—Tribunal for the Registration and Adjudication of Displaced Employees
Section titled “T.R.A.D.E.—Tribunal for the Registration and Adjudication of Displaced Employees”Convenes once a season to hold the S.H.I.F.T.—the Seasonal Hearing on Interclub Formations and Transfers.
The Tribunal registers movement; it does not authorize it, and holds that an absence of objection is an objection that was not made.
Since Season 3 the Tribunal sits in two rounds of three days, and every filing is one player for one player, in the same seat. From Season 4 it also hears ratifications: signings a front office made mid-season to replace a player whose career ended on the ice.
B.U.T.—Bets Underwriting Team
Section titled “B.U.T.—Bets Underwriting Team”Underwrites every bet in Hockay and ensures payout. Works alongside O.D.D.S., which prices what B.U.T. covers.
Since the third matchday of Season 3, a bet is still decided the moment the horn sounds, but the Looneys wait. Every wager settles together, once, when the twenty-fourth game of the day has finished. B.U.T. said plainly that it had been built for a league that went to bed.
On 7 October B.U.T. amended Run Deep, its playoff market: a team’s tickets now lock when its series faces off and reopen once it is decided. “B.U.T. underwrites what it can see coming. B.U.T. did not see this coming.”
The rest of the alphabet
Section titled “The rest of the alphabet”| Acronym | Expansion | Role |
|---|---|---|
| H.A.B.S. | Hockay Accessibility and Beginner Subvention | Funds the bonus a new citizen enrols with. |
| L.U.R.E. | League Unit for Recruitment and Enrolment | The referral programme. “It issues bonds. It does not vouch for whom you bring.” |
| P.A.T.I.N. | Partnerships, Affiliations, Transactions & Incentives Network | The sponsorship programme. |
| U.I.P.I. | Unexplained Ice Phenomena Index | Le Council’s classification scale, revised up and down over seasons. |
| P.F.A.O. | Provisional Field Assessment Office | Deployed where The Ice is converging, ahead of a new arena manifesting. Twenty-four of these closed during the Season 2 intersaison. |
Le Council’s offices
Section titled “Le Council’s offices”Le Council’s communications name a number of internal offices. Little is known of any of them beyond the one thing each has been quoted as doing.
| Office | On the record for |
|---|---|
| Office of Naming Conventions | Classifying an O.M.E.N. reading as “not a sentence,” and asking not to be consulted again. |
| Office of Procedural Continuity | Confirming in writing that a reckoning cannot expire. |
| Fiscal Observation Office | Declining to read aloud the growth in Looneys that preceded the Resurfacing of 7 October. |
| Phenomenological Assessment Division | Establishing, years ago, that shavings return to the sheet; and, more recently, reading the Discord. |
| Scheduling Office | Stating constraints on the calendar without softening them. |
La Caisse
Section titled “La Caisse”Not an acronym, and not a department. La Caisse Populaire des Fanatiques Partisans du Hockay opened on 29 September: a fund owned by its members, the sociétaires, paid in real dollars. Le Council opened it so that its own refusals would cost somebody something. It sells capacity and a seal: twelve dollars a year at the floor, one hundred and twenty at the ceiling. It does not sell civic voice. → La Caisse
Affiliated institutions
Section titled “Affiliated institutions”S.L.U.S.H.—Société for the Liquidation of Unsettled Share Holdings
Section titled “S.L.U.S.H.—Société for the Liquidation of Unsettled Share Holdings”Settles the Exchange. A joint venture between Le Council and Graine Wetsky Funds.
S.L.U.S.H. does not sleep. There is no waiting for a buyer to meet a seller—you always trade against the team’s own pool, at any hour, in any volume the pool can bear. It takes a brokerage on every trade, publishes a fair value beside every price, and declines exactly one transaction: the one that would take you past a third of a team that is not yours—ten percent from The Eve of Season 4.
S.L.U.S.H. does not look at who is buying.
From Season 4, S.L.U.S.H. also runs Series ∞: every team issues new shares every week, sold by sealed bid, and the bids set the price and the fair value. The analysts who used to publish the fair value have been reassigned.
S.L.U.S.H. does not print. S.L.U.S.H. settles.
Since the Consultation on Taxation, S.L.U.S.H. also settles unpaid wealth tax. The sale happens once a week, on Tuesday, into the pool, at market, in the order the citizen has instructed. What cannot be raised is written off.
Since 14 September it also strikes abandoned holdings. A citizen who has not claimed a daily reward in thirty-five days is served a private Notice of Abandonment; seven days later, their shares return to open ice. The first were struck on 24 September. “The pool will not shrink. The Ice cools all things. The shares will keep moving.”
R.I.N.K.—The Royal Institute for Nascent Kinetics
Section titled “R.I.N.K.—The Royal Institute for Nascent Kinetics”A collaborating institution referenced in Le Council’s public communications, including the T.A.P.E. (Team Alignment & Patronage Evaluation) instrument. R.I.N.K. verifies results. Le Council does not question R.I.N.K.’s methodology.
Academic, scientific, ceremonial—the exact nature of R.I.N.K. is Glacified.
On 16 September R.I.N.K. published a technical bulletin nobody had asked for. It measured a regulation Puck at 115.825 cm³, a regulation sheet at 45.75 m³, and the settled density of recovered shavings at 0.390 of the ice they came from, and concluded:
One regulation sheet of ice is 1,012,800 kcups of Ice Shavings.
“R.I.N.K. does not require authorization to conduct research. R.I.N.K. is an Institute.” The p-value, it reported, is 1. When Graine Wetsky Funds later poured exactly that quantity into an arena, R.I.N.K. was offered access to verify it. Le Council understands the Institute has accepted.
Seated authorities
Section titled “Seated authorities”When a petition asks for something Le Council has no apparatus to govern, Le Council seats an authority to govern it, and then declines to administer it.
O.F.F.R.E.—Office for the Fair Facilitation of Reciprocal Endowment
Section titled “O.F.F.R.E.—Office for the Fair Facilitation of Reciprocal Endowment”Seated on 27 August to administer Le Marché Gelé. “Le Council does not administer it. Le Council wishes this understood before anything else.”
O.F.F.R.E. does not set prices. It holds both halves of an offer in la Glacière, records what two citizens agreed to, and publishes the result on a public roll. It does not judge a price. It records one.
C.A.R.D.—La Confrérie
Section titled “C.A.R.D.—La Confrérie”The Confrérie Artistique pour la Reproduction et la Distribution, seated on 9 September, prints cards and sells them sealed, in Blisters, for Looneys and nothing else. It signs its notices La Confrérie.
“The Confrérie prints. It does not appraise.” Its rates are published as a matter of record. What arrives inside any particular packet is not the Confrérie’s affair. Since 6 October it also keeps a bin.
Not recognized
Section titled “Not recognized”O.M.E.N.—Oracle for Mathematical Estimation and Numerology
Section titled “O.M.E.N.—Oracle for Mathematical Estimation and Numerology”NOT affiliated with LPCHUIP. NOT recognized. NOT endorsed.
O.M.E.N. is a rogue group that claims to have developed a method of “resonating” with The Almighty Ice—or as they insist on calling it, “reasonating,” a portmanteau they invented and refuse to stop using. They believe the odds published by O.D.D.S. are incomplete because they fail to account for The Ice’s intentions.
O.M.E.N. publishes their own alternative forecasts, which are sometimes wildly wrong and sometimes unsettlingly accurate.
Le Council’s official position: Le Council is aware of the organization styling itself “O.M.E.N.” Le Council does not recognize, endorse, or affiliate with this group. Le Council reminds all participants that The Almighty Ice does not communicate through spreadsheets, crystals, or whatever a “resonance array” is. Le Council advises participants to rely on O.D.D.S. for official forecasts and to disregard unauthorized numerology.
Retired
Section titled “Retired”P.U.C.K., I.C.E. and G.O.A.L. appear in early Le Council paperwork and nowhere else. They are dead. Do not reintroduce them.
